In the real world, there have been some occasions where Roxbury, the poorest section of Boston, has wanted to secede from the city and create it's own city (last proposal had it being called "Mandela"). This falls apart every time someone looks at a proposed budget of "Mandela" and sees that it can't support itself. In other words, Boston is carrying them.

I think Boston wouldn't mind the divorce but Roxbury knows, in it's heart of hearts , that it just can't make it on it's own.
