I really want to know. From what I can find on the INTERNET, it is because the republicans wanted to amend the bill to say that no non citizens could benefit from any of the money. Now that sounds OK with me unless they jumped in there and it can be verified That they did heroic actions to save American lives. If that is so, then they deserve all the help we can give back to them.
