USAID is one of the most controversial and dirty dealing agencies in the US. It ia a statutory independent federal agency but works under the State Department, sort of. It's one of those things that starts out (under the Marshall Plan) with good intent and then gets ruined with power and money. It is also one of the programs where reforms could help our budget woes. It has a multibillion dollar budget.
