Why are the sports pools in TV for residents only?

Whenever my wife have been to them for lap or combo swimming we have been the only ones there, high season (March) or low (now)

For pickleball, however, we have often had to wait for a court, yet visitors are allowed to use the pickleball courts but not the sports pools

There is already a lower age limit, so there's no danger of them being swamped with kids, but if I have a visitor who wants to do some laps they have to go in a Neighbourhood pool and dodge people who are just there to chill out

Not complaining - just wondering
