Before moving to TV, I used the local YMCA (now known as just "Y") pool for lap swimming. To accommodate extra swimmers when there were more swimmers than lanes, we would swim "circles". In other words, two, sometimes even three swimmers would share the same lane and follow each other up and down the pool. It worked fine as long as both swimmers moved at approximately the same speed. You'd have to be alert to avoid locking arms when passing in opposite directions, but otherwise, no problem.
The next time you're faced with a long wait for an available lane, politely ask a swimmer if he/she would mind sharing the lane with you. The lanes in the fitness pools are wide enough to handle two people. All they can do is either turn you down or agree to be your lane partner.
