I think a major part of the solution is for the 'moderate' muslims to stand up and refuse to accept the radicals amongst them.
It's just a theory of mine, but Christianity had a big head start on Islam and has 'matured' to the point that many are beyond tribalism and won't protect someone just because they are of the same faith. Sure, there are some examples of that (like the people in the Carolinas who sheltered a serial abortion clinic bomber) but, by and large, criminals are turned in to the authorities.
My personal opinion is that Islam is at a crossroads that reminds me of what must have gone on during the Renaissance or after the Salem Witch Trials. Back in the 9th century, Islam preserved much of the knowledge that was lost in the Dark Ages. But as we can all see, there are parts of Islam that seem to be stuck there, never moving from the 9th century. Sure, I complain about the Catholic church all the time but they certainly have a better track record in that regard.
It still seems to me that the mullahs are competing with each other to ascend to some sort of primacy over Islam. It's not like they have an equivalent to a Pope (even so, there are a lot of Christian denominations that don't recognize him, though I think one can see my point)
