You raised a good point about cell phone calls and that is sometimes a problem, not just in TV but in any 911 system. Landlines, just like Caller ID, get the 911 operator right to a real address. Cell phones do not. Several things do happen though. They can isolate the cell tower your cell phone "hit" to make the call - usually close but not close enough for emergencies. Many times the 911 Operator will have to depend on you to tell them where you are - address, street, intersection, building, whatever. Even at that, there are ocassional problems that the 911 operators have to work through.
