Unless I completely miss your point, this comment is more cynical than any of yours I've ever read. Instead of all the suspicion and trying to find some awful hidden meaning, why not just read the words for what they say?
The comment was in the context of the recession being declared 'over', and the woman still being frustrated by slow employment recovery. The President simply said that the kind of personal qualities this person exhibits are the stuff America is made of (my words) and the kind of attitude and effort the government considers most valuable and wishes to nurture and support. Support comes from things like extended unemployment benefits, tax incentives to businesses to hire and expand, access to health care, etc.
(Sorry it took me so many words to express what seems a simple thought.)
