or start something....and does not know the impact of what he is doing or not doing he of course is not leading and is relying on trial and error. And since he has surrounded himself with like or lessor in capacity than he is....no added value there either.
The answer is he is not a leader.
His words and his actions every single day do no more than confirm he does nothing unless it is for political gain. He will continue to play safe and flail back and forth with opinions and popularity to suit the moment or the audience. He maintains the blame the other guy for lack of progress....because he does not know enough about anything to take on the responsibility.
He is very consistent in his lack of leadership ability.
As an executive he would not have made it one year in corporate America with this kind of non-performance.
