I think it is equally possible that the road will not go through when houses are built on Carriage Hill Way. This plan of TV shows that Carriage Hill Way will end in a cul-de-sac:

Obviously plans can change over time, but it's a very good possibility that the "short cut" is temporary and is simply being used to keep construction traffic off of St. Charles Place.
Time will tell.
