How about school zones? (no kids present.....no need to slow down.)
Don't have to reduce speed in work zones....don't see the workers.

Double solid line in the middle of the road.........Okay, nobody's coming go ahead and pass.
Handicapped parking spot.....don't seen anybody who's handicapped....park here.
Do not block fire department entrance......I don't see any smoke...what's the big deal if I park here?

I agree, if at any given moment, you survey the situation of a traffic control device and determine that your observation is better than the law, you can go ahead and proceed.
