You could be on a bike, in a golf cart, on roller skates, or whatever. Example: you are riding on your bike at 15 mph. Ahead are two riders going 10 mph side by side. You pass them with care.

Next time I am at Spanish Springs I will ask the deputy there, but I have to agree with you. Several times I have come upon a rental golf cart going as fast as he can go, I think about 14 mph, and I have passed. Mine only goes 20 mph, so I am not violating the law in that sense. Since the speed limit on these roads is usually 25-30mph, golf carts are allowed on them and passing should be and probably is legal.
