My GE's are doing fine.
In the world of big business, I am guessing that a signing fee is part of the deal.
I for one would think that getting this contract is quite a plum and guaranteed sales for the company that landed it and that signing money has to come out of somebody's pocket.
And...of course there will be problems. There always are.
That is life.
