The company that installed them (I'm assuming you purchased new). This is usually KB or Tri-County nowadays. It seems to switch depending on the builder, the location and/or the bid. If you're purchasing pre-owned, you don't have to worry about it all.
Someone will have to physically be there to have the sprinklers checked. This is not something your agent will normally do. Do a post and I'm sure someone here could help you out.
