There is no governor on an electric cart, so it is not quite that simple. BTW, 16 MPH is an odd speed for any cart to go if things are working right, how did you measure that, or just a guess? I ask because if it is a Club Car and your speed is really 15ish, you may be able to get the dealer to change the speed code, which will get you over 19 MPH. Carts will still pass you, but not as many
Can you provide some more info about the cart, like Year, Make, serial number if possible?
Without specific information here are some generalities I have found:
- Tire pressure, make sure they are inflated properly
- Battery strength, volts == speed in electric carts
- Good wires, no corrosion, see battery strength
- Brake drag, brakes need adjusting, jack up the rear and see if the wheels spins free.
