We had an Invisible Fence installed in our home in Mass so our dog wouldn't go in our neighbors yard. Personally, I would never walk my dog for the purpose of letting them relieve themselves on someone else's property. Even worse, when someone walk's the dog in another neighborhood for that purpose. Since the neighborhoods are pretty large in TV, I'm sure several trips around the block will work. That way your own neighbors will get to meet your dog and I get to meet my neighbors dog. I might be way off on this, but, they probably walk their dogs in other neighborhoods so they don't anger their own neighbors. When we were down for a couple of weeks in October, as I was leaving the house early one morning, I saw someone letting the dog go on my driveway and finish up on the lawn. He picked it up, so I bit my tongue. A couple of days later, while I'm on the lanai with a morning coffee, here comes the same dog. The owner has a retractable leash and lets the dog onto my neighbor's yard to urinate on their newly planted palm and shrub beds. In my mind, there is no reasonable excuse for this. I'm not saying that there shouldn't be dogs in TV because I love dogs too, (see my avatar, his name is Murphy) but my dog is for my enjoyment, and I will not have him impose on someone else's enjoyment. Sorry for the rant.
