This may not be ethical but here's how we get the mail stopped on time, delivered on time, held the right amount of time etc.
An occasional thank you card with a $20 bill works wonders. I know it's their job to deliver the mail but a simple expression of appreciation makes them remember who you are. I also always talk with the mail carrier or mail station worker before I leave and give them a note as to how to handle the mail, hold, forward or whatever.
