It does setup a lot of different scenarios:
1. If one team is in field goal position and it's short yardage on fourth down. Do you go for the first down or try to score a touchdown?
2. If one team kicks the field goal and the other team scores a touchdown, the touchdown team wins.
3. One team could kick a field goal and then stops the other team on four downs. The field goal team wins.
It would interesting to watch and the new rules drive the coaches crazy with added decisions.

If the score is tied after each team has had a possesion, then it's sudden death.
