I am not sure that is so bad. Sandwiches run around $7.95 each and very good, a side of baked beans is $1.75 each and the raspberry teas (bottomless) would be $2.25 each, so total of about $24 and tax would bring it close to $27. For the quality that is a fair price I believe.
And I would have added a slice of cake to be shared.
