Easiest way to make the point would be get some help to push the cart to another parking spot. That might help make the point to the cart's owner!

Bill, I would never ask others to put themselves in a position that could bring undesirable results or liability from the moving of the cart! Also the situation does not present any real danger to others and as such I wouldn't call in law enforcement to turn in the offender any more that I would turn in a neighbor who had more than two goldfish pets! Besides, how would I know if the offender
was actually handicapped (I know it would still be illegal parking) and just forgot to put up his placard or did have it where it was not visible to me! Sometimes it's just better to let nature take it's course and let law enforcement handle the situation if they happen to spot the situation.
