I just checked my Declaration of Restrictions and it does include the statement about storage buildings as you have indicated. If all the declarations are basicly the same, it's in section 2.8, but you should read it in case it's different. Besides, I don't think they mean just a simple storage structure. If you're in Sumter Co. you should be able to find the Declaration for your particular district and unit at the following:

p.s. when I wrote the above I forgot we were talking about CYV's and what I've stated was about designers. What I've stated could be completely off base. Read your CYV's declerations.
