I have personally communicated with the VCDD about this and it's true. That's why they have small tomb sign like notices to that effect at the entry to each golf trail.
The reason given was not connected with any fees paid, but rather a matter of safety, safety from flying golf balls.
I guess that should now include pellets from powerful pellet guns too!
