Comcast charges a flat rate for cable installation plus an extra $20 for every cable outlet you want activated. Activating a cable outlet means adding a connector to the cable located in the box attached to your home's outside wall and plugging it into a splitter. They don't charge extra per month for the activated outlets.
You can easily activate the outlets yourself if you know how to splice a cable. However, if Comcast catches you with outlets that they didn't activate, they will literally cut your connectors off (I know, sounds painful). I don't know what gives them the authority to do this since all the cable that runs into your home should belong to you... not the cable company. Nevertheless, they did it to me. Plugging a cable ready TV to a cable outlet that hasn't been activated will not get you a signal.
One of many reasons why I switched from Comcast to DirecTV.
