I have heard this subject discussed not only here but in casual conversation. I find there are several reasons. Some just don't want to make the extra effort. Some don't want to do it because it is "not the way we did it back home". Some just have an attitude. And some don't know about it. In our area of 10+ years we seem to have plenty of participants.
In our previous lives we had the blue bin. My brother has to take his to a recycling center. I like the clear plastic bag system we use here.
