Two cars and two carts: No dice in an Anna Maria. Unless you choose a home model with a 2 car + a golf cart garage (or something bigger or stretched), I don't think this combination will all fit in the garage......unless the cars are very small (think along the lines of a Mini Cooper or a Smart Car, perhaps?).
Two carts and a minivan: This
should work in an Anna Maria model's garage.....if the actual build dimensions for the garage are true to the floor plan and you park the carts one behind the other.
