Does anyone know if the States can get together and purpose an amendment to the Constitution? If we can't get the Congress to purpose this amendment, could we be able to force the state's governments to purpose such an amendment? Could enough signatures be gathered to put such a request on the ballot for 2012? This might be a way to solve the Cap, Cut and Balance issue and take it out of the hands of our elected crooks.
