Assuming your guest is an adult, she doesn't have to be accompanied by a resident to enjoy the guest privileges at the pools or rec centers.
For golf, I do believe they can play by "signing up" on their own and not have to be accompanied by you or any other resident. Signing up on their own may be limited to calling/visiting a starter shack the day of play to grab an open spot. Another resident can book ahead for your guest along with themselves to play golf. The other resident would book them as "their guest" even though your guest's ID is tied to your residence...still not a problem. To the golf starters, a guest is a guest.
