As far as the $50 temporary resident ID, to be clear (and you may already know this), it would require the resident (who says she will be gone much of the time) turn in her resident id/privileges for that period of time. Fora guest who plans to golf a lot, it might be more cost effective than paying guest fees.

As far as the maximum period for which an adult (over 19) guest pass can be issued... I haven't come across anything in writing.
It's 30 days maximum at a time, renewable indefinitely.
