Hmmmmmm, in theory this sounds promising, and my first impulse was to applaud.
However, I'm assuming people requiring welfare will only need to be tested once, when they apply? And presumably, a person with a drug habit would know about the test, and could refrain from drugging a few days before the test. As Bogie pointed out, the cost could be exorbitant at $30 a test with few results.
