I think certain people cannot see the forest from the trees. Having a committee making hard choices takes the heat off of the Congress. When the proverbial sh** hits the fan, the senators and reps can say it wasn't my fault, it was the committee's. Cannot you see that?
There will be no up or down vote, there will be a clean slate because there will not be anything to vote on.
