There will be no up or down vote, there will be a clean slate because there will not be anything to vote on.
I think certain people do not know how the process works.



The "super committee" has until Nov. 23 to come up with $1.5 trillion in spending cuts, though finding only $1.2 trillion in cuts would prevent the automatic cuts from being implemented. That is a monumental task that only can be achieved through bipartisan cooperation.

Once the committee comes up with the cuts, its recommendations must be approved by the House and the Senate before Dec. 23. A failure to pass the cuts would trigger the $1.2 trillion of automatic spending cuts.
