I called and talked to them and in short, AJ Brown is spot on correct. The starter owns the first tee for a multiple of reasons. Every course has a different type of flow and that is why the starter must decide.
However, after the first hole, the Marshall has the ownership so what they say about move up or hold off etc. is law.
