I'm assuming you're talking about dog(s). We put harnesses on ours and then secured them on the seat with leashes (chain ones) with the leash attached to the basket behind the seats. The leash was secured in such a way that it was short enough that they could go no further than almost to the edge of the seat. Worked great and they were really happy to get their rides. Alex knew where the harnesses were and would go sit by them every afternoon until he got his ride. (If you decide to do it this way, be sure to use a harness and not a collar.)
We lost each of them at 17 (1 year apart). Riding was one of their favorite things to do.
