I think the question is not "are all people who attempt murder mentally ill?" Of course they are..at least according to this definition of mental illness..This does not mean that they are not responsible or accountable for their actions...but a mind that is functioning correctly would not act upon this impulse. (at least, that's my opinion, for what it's worth
