If we said it was torture in WWII, what changed between then and now? That's a question that NOBODY has answered. Remember, with the Japanese, we were in an official, DECLARED state of war with them. And yet, despite the fact that there WERE Japanese spies and saboteurs on our shores, we didn't torture.
