As I read these articles it seems to me they are targeting roads with NO designated golf cart path to set a new standard as some were 25 and others 20. I assume my 'hood will stay 15 unless they take down the signage.
I always leave open the idea that I am way off base, but this is how I have interpreted the articles...

the 20 is for currently unposted speed limit roads which currently as unmarked roads, are 25 mph other awww never mind ...its been explained too many times already.....
