If the property owner rented it for 4K a month and the renters kept the terms of the agreement, why would they care if renters were selling Pizza or Hot Dogs or Sushi or Shoes? If the property rents for 4K..or whatever the amount, the goal is making money which the property owner is expected to do.
It would make more sense to guess that the rent wasn't paid or some other breach of contract.
Why in the world would there be a problem with a "small guy" if he was paying the same as a chain? I don't understand what you are trying to say when you say " Just like the villages to push the small guy right out of there way". WHY would the developer do that?????

The developer is a little choosey on who he'll lease to. A lot of offers to lease the space that recently became Luigino's Restaurant were turned down for different reasons.
If an alternate business was willing and able to pay more for Pauly's space than Pauly's can or is willing to pay, the developer may choose to accept that offer and not renew a clients lease for that reason alone.
It's always about the money in almost any transaction.
