For many years prior to becoming a popular mode of transportation golf carts were manufactured and sold primarily to golf courses. If they keyed each individually the golf courses would go nuts trying to keep track of which key fit which cart as well as chasing after golfers who automatically pocketed the keys. (I don't know why they didn't just install an "on/off" switch.) Evidently they have not changed their policy to address the general public (read, "The Villages") market.
