She should pursue her case and if or when he is infact found guilty of infractions against his labor force THEN she should let it be known to anyone she can. I personally would never EVER patronise such an establishment IF I were to see such a ruling by the National Labor relations Board.

If you have a dispute with an employer because of over-due wages, you go to the Wage and Hour Division of the Dept. of Labor.
If you are discriminated against by an employer because of your age, race, sex, religion or national orgin, you go to the EEOC
If you are discriminated against by your employer because of your union activities or concerted activities, then you go to the NLRB.
