I'm also not an expert but I've been told that anything under 50 cc goes by the same rules as a golf cart - and anything 50cc or over goes by the same rules as a car. Basically, the under 50cc vehicles don't require a license plate, insurance, and you don't need a drivers license to operate. Guess that's why they are allowed on the cart paths.
