No doubt someone let their parakeet out without a leash. That's what happens when we ignore the rules. First people were not leashing their guppies, now it's birds. Who knows where it will go next.
As we all know, we agreed to the covenants when we closed on our homes. Rules are rules are rules. If you break one, you'll break many. It's a slippery slope.
