let's apply reason. If there are ashtrays and smoking is permitted only on the periphery, then they mark the boundary and smoking is allowed at the boundary. The ppm (parts per million) of carcinogens dispersing in open air is well below the threshold of worrisome effects. they were just posterior apertures looking to 'sound off' now if it is cigars, well that's a bit different in terms of volume and odor.....I am not a smoker but I do believe in a certain degree of personal freedom
