Richie you are spot on the priority factor is actually the weight factor.
For instance in performance evaluations a person's job as a whole is at 100%.What is needed is to break out various taks as to their importance. for example the technical aspects of a workers job takes a heavy weight factor (may be 50%) than say keeping his manual up to date (may be 5%)
