OMG.....to purposely ignore the fact that Romney is more qualified to choose the people under him who ARE assigned to evaluate and oversee such grants, loans, etc. (such as Joe Biden clearly shown in the article as sent as emissary to the company) is too much willful blindness.
The most basic of such subordinates' selection and appointments would be making sure one's treasury secretary had paid his own TAXES, and not choosing one who would allow this to continue for 3 years:
