The most basic of such subordinates' selection and appointments would be making sure one's treasury secretary had paid his own TAXES, and not choosing one who would allow this to continue for 3 years:

OMG you are dellusional. Biden wasn't sent as an "emissary", he was sent for a publicity visit and a photo op. I am a romney fan, but I am realistic enough to know that he won't be wallowing in the details of what this country invests in, should he successfully achieve the presidency.
