I might describe Chuck as the guy who feels himself a better person because he criticizes people who notice the skin tone of another, regardless of the motivation of that person. I don't know if people would be able to pick him out with that description, but it's no less accurate.
I do identify caucasian people on their skin tone sometimes as being "very tan", or "pasty white" or "freckled" or some other adjective that might identify that person to another.
It's the intent Chuck. Really, get a life.
