Default E-Books coming to Sumter Libraries soon

The contract referred to below was unanimously approved by the County Commissioners at their meeting on January 10th. If all goes well some e-books may begin to become available through Sumter County Library in March of this year.

HISTORY/FACTS/ISSUES:
Staff recommends OverDrive as our digital distributor of e-Books. OverDrive has the widest catalog of
the best copyrighted premium materials. The vendor 3M offers similar content at a higher initial
e-Book commitment price and higher average subscription price. The vendor Library Ideas only
provides materials from small publishers and are not compatible with the Amazon Kindle e-Reader.
The OverDrive contract is a 4-year commitment to purchase e-Books for $13,000 per year. It has a
non-appropriation clause (section 11.2) which allows the BOCC to terminate the contract in the event
that funding is not available. This web-based service will enable the Sumter County Library System to
loan e-Books to library patrons via the Library website.
The OverDrive database will utilize a SIP2 connection (Standard Interchange Protocol version 2) as a
means of authenticating patrons by way of their library cards and is available through SirsiDynix, our
Intergrated Library System vendor. The connection will be established once the agreement with
OverDrive is approved.
Approval of the agreement will allow library staff to provide the service of e-Books to Sumter County
Library System patrons. Estimated availability of the service to patrons is March 2012 following
thorough training of library staff.
