I guess I'm fortunate that you aren't one of my neighbors.

Assuming you have tried to work out this issue with your neighbor, you may want to call the attorney that represented you at closing. Deed complace, by it's nature, is somewhat black & white.

Another alternative is to contact the permitting office of the county where you reside. I'm in Sumter county and when I've had work done, it had to be approved prior to the start of any work.
