Actually its considered a sinister plot on the liberal side. Also tied to the payroll tax issue was the further extentsion of unemployement benefits and the doc fix which will stop a forced reduction in payments for Medicare doctors.

At least that is what I heard on MSNBC this morning .... I watch Morning Joe when I have access.
