I see that you did not read how Senators were pick before the 17th Amendment. So here is how it worked before the 17th.

The governor of each state would nomiate two individuals to be that states senators, then the state legisature would approve or reject his nominations. The senators worked at the pleasure of the governor and if they did not do as the people of the state wanted they could and were recalled by the governor and replaced. If the governor was not doing his job then the people of that state could recall and replace the governor who would then appointed or keep the current senators. Worked really well until the passage of the 17th Amendment and the states lost control of their representation by the senators. Now not one of the senators has any control and they do as they please not as the state that elected them wants them to do, IE., voting for and passing Obamacare. Get the picture now.
